Dear Ms Arbour,

It is announced in the media that you are visiting Iran from 3^rd Sep 2007 in relation to human rights situation in the country.

We are hereby writing to you as a political organisation of Balochistan in Iran- though banned and works in clandestine- would like to draw your special attention to the dire human rights situation in Balochistan, the poverty stricken and most deprived region in Iran. We are very pleased that the United Nations Commission on Human Rights has taken notice of human rights in Iran and sending its highest delegation and specially you as the United Nations High Commissioner for Human Rights to Iran.

It is our understanding that other Iranian political parties whether in Iran or abroad have compiled their concerns and reports to you in relation to human rights violation in Iran. Human rights situation in Balochistan in detail is perhaps not drawn to your attention yet. Balochistan National Movement-Iran hereby is seeking your special attention to human rights situation in Balochistan since the violation is naked and extensive. According to a stated statement in July 2007 by the member of Assembly from Zahidan Dr Shahryari who is a firm proponent of suppression of human rights in Balochistan, there were 700 Baloch in prison awaiting execution as the judiciary in Tehran approved their sentences. Amnesty International has already expressed its concern in a report. The regime totally ignored Amnesty International.

Please, Please note that there is hardly any week gone by without execution in Balochistan for the last several moths. Since there is no access to information due to harsh regime and lack of any respect to people human rights in Iran and in specific in Balochistan, evaluating the plights Baloch prisoners is a matter of one’s understanding and experience from the regime. Any political activity or affiliation is dealt by regime with utmost cruelness. As a consequence Balochistan is experiencing new wave of resistance with some confrontations. In such a tense environment every one is a suspect by the regime in Balochistan. In several occasions villagers were rounded up and kept in unknown prisons for long periods. In Balochistan, Baloch are denied any protection or access to legal representation provided one dares to come forward.

Even children of Balochistan are under suppression by the regime. The execution with prior inhumane torture of Saeed Kamberzai, a 17 years old Baloch boy in DOZAAP(Zahidan) by regime is recent and referable evidence. Please see below for the list of executed Baloch. In Sarawan extensive force was used to quell legitimate and democratic demands of Baloch people. Baloch in Chabar suffered the same and their shacks and shanty houses were bulldozed and flattened by the regime. To harass and intimidate Baloch, the regime even bombarded villages and razed to grounds in which ‘GORNAG’ a village south of Pahra (Iranshar) is a vivid example.

Only Five days ago on 26^th Aug 2007 another Baloch village - Tal Siah- near DOZAAP (Zahidan) was attacked by helicopter-gunship in a discriminative manner with massive rockets in three rounds of operations. The regime is constructing a long and massive wall on border with deep trenches in parallel to deny Baloch their rights to continue their family relations across border.

The extent of suppression is to a level that people are made frightened to show their utter detest in open from imposed unbearable situation in Balochistan. Three days ago regimes enforcement agents killed another innocent Baloch, Mr Morad Gamshadzai near Mirjave. His body was released to his family on the condition that they would not discuss the killing and would not take or release any photo from his laid to rest body or information to anyone. Please remember these atrocities are happening with your fact finding mission in mind by the regime, otherwise the severity of suppression undoubtedly be beyond this level. Any descent by Baloch is considered by the regime as ‘against national interest’ or as ‘heresy, anti state, drug trafficking, bandit etc.’ these allegations are leveled to demonize Baloch resistance and to continue their barbaric rule on Baloch. Baloch even are forced to adopt non-Balochi names for their children. The names of cities were changed to deprive them from Baloch identity and resemblance such as Dozzap to Zahidan, Pahra to Iranshar and so on.

The regime does not accept or tolerate any level of activity by Baloch whether its cultural, social, religious or else. Plight of Mr Yakoub Mernahad is unknowon since he was taken away by enforcement agents in Dozaap(Zahidan). He is the Secretary General of ‘Anjoman Javanaan Sedaye Edaalat’ or the Youths Justice Voice Association in Balochistan. There are practically no venues to seek justice in Iran for Baloch. It is feared that allegation would be fabricated against him to deny him justice.

Balochistan National Movement hereby requests your kind concern to visit Baloch in Balochistan and find first hand the human rights situation for yourself. We also request you to bring the stated issues to the Iranian authorities and seek clarification and explanations.

Issues of Concern to Baloch People on human rights:

· Plight of 700 Baloch prisoners and review of their execution sentences

· Recent Bombardment of Baloch villages such as Tal-Siah

· Past Bombardment of Baloch villages near Bam which 18 were killed, and Gornaag

· Arbitrary arrest and detention of Baloch youths

· Arbitrary killing of Roya Sarani, a 12 years Baloch girl in a broad-day-light in Dozaap(Zahidan)

· Victimizing and abuse of another Baloch 12 years girl in Konarak by enforcement agents

· Killing of innocent Baloch in Sarawan

· Destruction of Shanty houses in Chabar- twice

· Access to Baloch missing people and legal representation with fair trial

· Comprehensive Investigation for executed Baloch victims and prisoners of consciousness(please see the list)

· Border wall with trenches

· Release of political prisoner Mr Yakob Mehrnehad

· Restriction on enforcement agents for safeguarding of Baloch Human Rights

· And other individual issues which Baloch may bring to your attention on your longed visit of Balochistan.

We firmly believe that your mission will have a profound impact on Baloch peoples moral and human rights situation in Balochistan. Balochistan National Movement wishes you and your team a successful mission.
